The fan speed still can be controlled by your motherboard. I picked up the 3 pack Thermalright TL-S12-S X3 fans and they are as good as the NZXT/Corsair fans I had put in my other computers. I also like the Cooler Master Sickleflow 120 v2 fans.
What makes this a good deal? And who buys non-PWM fans these days anyway?
I recently did a new build with the Antec P20C. I believe these are the fans that came with the case. To be honest, they are just cheap basic fans. I replaced them with some better fans. But at $3 per fan, it might be worth it for a budget system.

Depends on the motherboard I guess. None that I've used since ~2006 support controlling 3 pin fans, but I'm sure it exists.
