I removed a little bit of the broken down mulch and used it as top dressing in my lawn.
I think it just depends how full your beds are.
If you are using a "thin" layer and till it into the soil, the decomposition process gets sped up and adds nitrogen to the soil. That's kind of the concept of green manure. But if you have a thick layer (4-5 inches high) as mulch, it'll take much longer (years) to decompose without any carbon content. Decomposition or Composting process would need a lot of carbon. It'll eventually break down without it.
I had a few truck loads delivered to me about 8-9 years ago. I spread it all over my stones. I learned the hard way that it was killing my bushes. It rained after a few days and I had "dog puke" fungus all over the mulch. It all broke down after 4-5 years (almost a 8" high spread). Now I have all that good compost that is feeding even more weed !!
They don't give military discounts on any sale item anymore. Home Depot still gives it on top of the sale price.
